Hurricane Sandy knocked out as much as 20 percent of the wireless telephony and data service in New York and New Jersey. At least one major relay station was taken out by surging flood waters. Power outages and downed transmission lines hinder service to stricken areas. Experts say the service disruption reflects the vulnerability of the telecommunications network.
